Tamaulipas was the second to last state in Mexico to legalize same sex marriage so it is a fairly conservative state.
The border cities of Reynosa, Nuevo Laredo and Matamorros are probably the most liberal and there are LGBT nightlife options in Reynosa and Nuevo Laredo as well as occasional special events in Matamoros. All three cities have annual LGBT pride marches and you can find the information for Reynosa, Nuevo Laredo and Matamoros on the pride events page.
The gulf coast city of Tampico is one of the largest in the state and you'll also find some options there.
