The capital of Yucatan state, Mérida, has a thriving gay scene. The city's ambiance is colonial and the climate is tropical. And it is close to famous tourist sites like the Mayan ruins of Chitzen Itza as well as to the beach resorts of the Riviera Maya such as Cancun and Playa del Carmen.

I had read that Mexico is considering legalizing marijuana for recreational use and wondered if the laws would change before my visit in the last week of January 2016?

Gay Mexico Map
No. This was a very narrow court decision that applies only to four people so far. It is likely that it will proceed but expect changes to take years not months. More info here.
